I want to know if this qualifies for an upgrade to 9-B?

Rosie showed enough force in her jaws to crush a Walker skull, that is a bite force of 520 pounds per square inch at minimun.

An example This dude is 9-B for crushing the head of a kid.

This is pretty straightforward, and seeing that other characters are rated as 9-B for doing the same feat, I don't see why not this shouldn't be the case.
