Im going with Daisaku Kuze, because while yeah he isnt an Amon level threat, he's still able to give Kiryu somewhat of a challenge near the end of the game before you're forced to go to the final boss run. That alone is impressive, and his position as a lieutenant of the Tojo clan along with folks like Awano and Shibusawa just cements him as the vuctor here for me.

We still haven't determined who's the more skilled of the two.

Anyways, Roman Reigns can fight through grueling matches that consistently last 30+ minutes. He took 4 Attitude Adjustments from John Cena and continued fighting, got hit with Kevin Owens' Stunner and Sami Zayn's Helluva Kick and still kicked out and continued to fight, and he continued to trade blows with Drew McIntyre despite being stated to be completely spent by commentary. He also took five F-5's from Brock Lesnar and was busted open and was still able to fight.

Keep in mind that finishers do significantly more damage than normal moves.

Well Kuze has higher LS, not sure this will play a factor as he doesn't really grapple and Reigns has fought people with Kuze's level in that regard. Kuze would have a pipe and brass knuckles on him in this fight which does enhance his punches and he couldn't really be disarmed of the latter.

Forgot about the brass knuckles. That's going to be a rough one for Roman.

Roman has legitimately choked out people with higher LS than him, so LS won't play a huge factor here.

Roman's Instinctive Actions can somewhat help him with the brass knuckles, as he instinctively hit a Spear on Kevin Owens after getting hit with the Stunner (Kevin Owens' finishing move), and he instinctively hit a Superman Punch on Seth Rollins after getting hit with a Buckle Bomb.

To sum it up, Roman can fight on instinct even after getting hit with big moves, including finishers.
 
Eh I guess atm I'll vote Kuze there with high diff, mostly for having the ability to amp his strikes which can't be removed from him is something that can't be dismissed. Plus being comparable to the likes of the shakedowns who have done feats comparable to the likes of brock lesnar and also for being able to take insane punishment.
