Rocky should take this due to skill and he probably has a ap advantage i think cracking ribs is stronger than destroying a glass with a head butt plus rocky's a professional boxer he does know how to strategically know how to murder people but a rocky should be able to just beat up joker before he can sneak up behind him and snap his neck or something so i'm voting for rock

So you didn't specify the settings so it's SBA so it starts in Central NYC at close range. Joker doesn't have a gun but he still have shiv in his standard equipment so that will be his weapon. But he will still lose though because Joker is not a skilled physical fighter so voting Rocky. Sorry Gamer
