Alright, so Penny's ability to absorb electricity and empower herself with it will effectively invalidate a big chunk of pikachu's ranged attacks and overall moveset, leaving it limited almost exclusively to cqc attacks. Penny is absurdly more skilled, meaning cqc wouldnt be a good idea for pikachu, and thanks to penny's info analysis it's very likely that she would be able to analyze how pikachu's passives work and work around them accordingly, and with pikachu's ranged attacks effectively nullified it's entirely viable that penny would just range spam pikachu to death with her maiden powers and lasers.
 
Porygon's advantages:
+Should be around 3.6 times faster and can boost its speed even further, allowing it to dodge hits and land them a lot more frequently
+Can use recover, barrier, and conversion 2 to lessen the impact of any hits taken from Penny

Penny's advantages
+Superior range via maiden powers
+Far superior intelligence compared to Porygon's "unknown, at least sapient", can likely catch on to how conversion 2 works via enhanced senses
+Superior AP (1.4 megatons vs 2 megatons) and has options that are capable of oneshotting characters with higher durability than Porygon

Porygon's speed advantage means it's going to be, at bare minimum, 3.6 times faster than Penny in every situation, it can boost its speed several times over with consecutive uses of agility to make things even worse for Penny. Plus it can use conversion 2 and barrier to buy time and use recover if needed, so it'll be an uphill battle for Penny trying to land anything fatal. Porygon's advantages end there, though.

Penny is likely a steel type, and she has electricity absorption. That means Porygon's entire arsenal is going to be either nulled or resisted, with the only possible exceptions being Tri-Attack due to being a triple elemental attack, and Hidden Power, which shouldn't be anything Penny can't deal with. This makes the gap in AP even bigger than it already would've been. On top of that, Penny should be far more intelligent, skilled, and experienced than Porygon and wields a weapon that sounds like it's far more versatile than anything Porygon has.

Penny's going to have to work hard to take Porygon down, but Porygon has some mountains to climb of its own if it wants to win, which is a tall order when you consider Porygon's rudimentary intelligence. While Porygon is a great deal faster, it isn't as though its speed is going to be imperceptible to Penny. It's only a matter of time until she figures out Porygon's attack patterns and starts reading it like a book, and at that point I'm not sure what Porygon can do.
