Why does the galactic federation always target Rick C-137 for the portal gun formula when they can target other ricks that are less smarter than C-137 and get the formula from them???

Our Rick most likely has the best formula.
Either that, or they just have a vendetta against Rick on top of wanting the formula, which is likely. They are so blinded by their hatred of Rick, who has wronged them countless times in the past, that in the pursuit of the formula for interdimensional travel, they get tunnel vision.
