This says Richard can move at speeds of 200MPH which would be Subsonic travelling speed.

I was also thinking he could get upgraded to at least Building Level in his Normal form, seeing as how easily he broke through all those walls and houses in one charge.

Richard should get a downgrade. Ripping the fabric of scape isn't necesarily universal +. That's like saying that Whitebeard or the Espada are universal + cause they can technically rip space.
