Rudy's tier 5, 4, and 2 stuff should probably be considered Environmental Destruction if anything. He's never used power on these levels to attack someone, only to create things or move others.

Thus his tiers should instead read something like this

9-B physically. At least 8-B with Magic Chalk, 5-B to Low 2-C Environmental Destruction with Magic Chalk

It doesn't seem like Rudy's chalk can actually use that power to output any of those levels of AP offensively, though. That appears to be the point the OP is trying to make.

If that's the case, then yes, this would be ED and wouldn't scale to meaningful AP at all.
