Resistance to Perception manip question

So if someone resists perception manipulation and someone else uses it slow down time. Would the dude with the resistance negate his powers?

if this is the case i don't see why it would, this is using perception manip on yourself, not the opponent

Hell nah, he uses perception manipulation on himself, not on his opponent. It's like saying an opponent with fire resistance can neg someone setting themselves on fire.

If some resists perception manip and one enemy tries to slow down its reactions then it may be resisted, but if the the enemy uses the power to speed ups its own reactions then no.
