Reinhard can't really hit him due to intangibility. Someone from the series kinda already tried to do something similar to that Observational Eye and one simply can't read anything (Trifa's ESP) while the other got overwhelmed by what she observed (Rusalka's aura sensing). Dunno what "level" is supposed to be/represent outside of the series' context but Reinhard's soul before the whole Ewigkeit hungo bongo was already out of the norm by dying Omega Ewigkeit's standard which was also why hes that strong to begin with

I mean, Mercurius, they have the same name, that's why I made this.

Observing eye displays the level, remaining HP, and even the stats of an opponent, but that's only if you're double the opponents level, if the target is around your level, the user will only see the target's name and level, if the target is above the user's level, observing eye won't work.

So really pretty useless ability against ppl on your level, coercion is the same honestly, we should probably remove those resistances.
