lets say u can negate high godly regen right? would it mean u can negate the lower regenerations to or no?

Since High regen or below differ in nature with Low-Godly regen and above, I wouldn't assume that negating Low-Godly or above would guarantee negating lower types or regen.

I didn't read the question right, yes, since you are able to negate the highest possible regeneration, that means you can negate the lowest possible regeneration. Although @Antoniofer is right, as they may differ in the nature of regeneration, but equally if you are able to deny the highest possible, then the lowest should not be a problem.
