Regarding the tier, High 8-A

I noticed how Sindel has been upgraded to this all-new tier. Is this a new tier that was approved via a thread? Is High 8-A replacing Low 7-C, or are they seperate tiers?

I've removed the "High" from Sindel's profile, since the AP section say the character is Multi City-Block level, so, 8-A only.
