If the only reason he is Low 1-C is for a statement of transcending time and space, than he definitely shouldn't be Low 1-C. A qualitative difference is required for basically anything in Tier 1, and even those that are Low 1-C because of trascendence statements are so because of the whole context.
Simply transcending space and time is BDE Type 2 at best.
