1. If the multiverse and everything in it are the thoughts, ideas and perceptions of the creator, is that enough for Reality-Fiction difference. Basically the multiverse exists only because his mind perceives its existence

2. Is it conceptual manipulation if the entity in question is abstract? As everything that exists are ideas, thoughts and perception

1. Ya that would be an R > F difference if the Multiverse is made from his thoughts and he perceives them as such.

2. Yes, concepts are abstract ideas, and if his ideas/thoughts are making up the multiverse then that would be conceptual manipulation.

Phew, that cleared things up.

I was under the impression this was different from dreams. Thanks btw

For this point. It's supposed to be mentioned that what you're thinking is abstract/conceptual to get CM?

For the character I'm talking about, the setting of the world is in his mind alright, but there hasn't been any mention of anything like "concepts"

Something doesn't have to be called a concept for you to get conceptual manipulation. Concepts are abstract ideas, and if his thoughts and ideas are forming the multiverse that would CM1 as they shape reality but reality which is modeled after them, wouldn't be able to change the idea.
