Now that I'm reading the rules, prior knowledge would probably be enough to get Stick Teddy to actually use his better abilities from the start. He'd be constantly shooting dura neg sound Danmaku from his microphone using Rapping. If Draco gets up close, Stick Teddy could incinerate him with Burning Mic Spiral since Draco has no heat resistance.

Thta's assuming Draco allows him to get close, which is unlikley as a large part of his fighting style is keeping his opponent at a distance and using his explosives to kill them

Okay, so both will be doing basically the same damage to each other at range (Draco has the AP advantage and gets higher with explosions, while Stick Teddy likely has a far higher fire rate on top of Durability Negation), but Stick Teddy has Mid-Low regeneration so he could slowly recover from explosions mid-fight.

How skilled is Stick Teddy? Just by looking at profiles, Draco seems a lot more skilled in hand-to-hand unless Stick Teddy has notible feats of skill

He fought and defeated Hyper Worm (albeit, with the help of Toe) without yaking a single hit when the former had homing lasers. (Kind of like Giganto's second phase in Sonic Frontiers except the lasers all all around Hyper Worm and home in on enemies.) He also late defeated Cabinbatake by himself, who has several years of experience as a skilled assassin and could blind Stick Teddy with smoke. Also hand-to-hand shouldn't matter in this fight because as you stated yourself, Draco would be keeping his distance.

So ig it's just a ranged battle of who will wear down who first. Becaues of Stick Teddy's regen, likely comparable skill, and durability negation, Stick Teddy seems to have more win-cons here currently
 
Draco's AP got nerfed but he still holds the advantage so nothing about this match has changed except that it's a slightly more easy win for Stick Teddy
