According to the OP he seems to be using Raiden before he was corrupted, he can just paralyze him with lightning.
He can very easily teleport away from his attacks and can just fly up where he can't see him in the clouds and start throwing lightning bolts.

Not as good as Ragna's soulhax, that's for sure. Ragna kinda one-shot here btw by soul attacks. And he's getting fuckton of abilities and resistances in the future revision. He can take Tager's electricity like a champ.

It's not that hard, he dealt with Cross-Dimensional or HoK teleporters before like Relius, Nine, Lambda and even Tager and managed to hit them with trickery.
