Quetion about infinite

When it's mentioned as infinite^infinite, there's no other context.

In this case, should it be treated as a cardinal and become N1, or should it be treated as an ordinal and become N0?

Note:This is not about a specific verse.
 
Because cardinals are more relevant to the Tiering System, cardinal numbers tells about size of the elements (or "objects", if you're unfamiliar), like how large, how many, how big, et cetera. While ordinal numbers are about how the objects are ordered or arranged.

And moreover, aleph numbers are for cardinal not ordinal.
