Questions regarding Universal Requirements and Fanfiction/Canon comparison scaling

So in a thread about Sonic.exe (a fan-verse based on Sonic the Hedgehog, albeit not actually being set in it), there is currently a debate going on about Low 2-C scaling and comparing characters so I wanted to ask people here specifically some questions about it.

Would this be considered a universe or pocket reality?​

The discussion goes as follows: Sonic.exe (or X for short) created his own separate dimensional space from the actual universe. No canon material as far as I know refers to it directly as a universe or any equivalent, but a lost wiki page (that is apparently still canon) has a section that talks about his world and "our world" in the context of dimensional travel, as he is a dimension hopper who opens gateways using computer disks.

Someone in there had an argument about it being usable as classification for it being a universe, but after reading the Universe page and the requirements, it fails the last two bullet points in my eyes. I want to ask in here if I am wrong about this and if it should be considered one.

(Quoting the specific section in particular of the CRT that is being voted on)
In the current profile for Lord X (the one that will be carried over and merged), he is noted to have created a universe, but the problem with the statement used is that when applying further context to what the tweet was replying to, we realize that Joe is specifically talking about the continuity and not X's actual dimension. Most times Joe refers to the term "universe" in his tweets is just talking about the continuity/verse of a series, and X's dimension is just referred to as a "dimension", "sub-universe", "domain", and "world". There is no record of Joe at all describing X's dimension as a "universe", "parallel dimension", "parallel world" or anything that would meet the requirements of it being classified as a universe and just seems more like a pocket reality.

In the other CRT, Shape proposed an argument that the Cult of X Wiki page is proof that X's dimension is a universe (the section below is what he was likely referring to)
"3. Outlast it. When X comes into our world, he can only remain for a short period of time. If you can last long enough without being caught by it, X will be sucked back into its world."
When talking about how he crosses over to Earth, both "its world" and "our world" are used in the context, which could be referring to universes due to the fact that it specifically talks about X's interdimensional travel. I myself don't really like this argument because not only could it just be referring to Earth, but I feel there is both a lack of evidence (Joe is often inconsistent with a lot of lore and can sometimes retcon things) and that there is a section on the Universal requirements page that I believe just prevents it altogether, but I will let people decide with a vote and we'll go with that.

What are the guidelines on Fanfiction/Canon scaling comparisons?​

Another source of debate is in relation to another topic regarding this verse is cross-verse scaling to the mainline Sonic universe (I think the scaling comparison stuff isn't going to be used but I wanted to bring it up anyway in case of future preparations for this kind of stuff).
  1. It was mentioned in a Tweet by one of the co-owners of the Sonic.exe brand that X can likely fight off the Game Sonic cast, needing the Chaos Emeralds to properly defeat. Not the actual owner of the character in question, but one of the co-owners of the series in general (For reference the series is split between different canons owned by different people).
  2. The current scaling chain for Sonic on VSBW is completely out of reach from the verse's actual established one (I don't know what magic they use to get the cast up to 2-C/1-C but I'm not a part of that community).
  3. There are other verses from what I've seen on the wiki that have events set in the Modern Sonic era but don't possess the same scaling.
So referring to the question in the heading, if something like this were to emerge again by the actual creator, but the verse's scaling still doesn't reach those heights, would they be viable to use?
