Questions about OFF mechanics

Before reading and answering the questions, these are about classic OFF English 3.0 and not the Remake. The Remake contains a huge chunk of changes when it comes to powers and abilities, which will probably get it's own thread in the future.

1. Do the competences actually ignore distance/travel time? I've seen multiple statements saying this in versus matchups and I'm not entirely sure about it
2. Are the Batter's normal attacks also considered ignoring distance? His Add-Ons have to come close to use normal attacks, while the batter only needs to move a bit to still attack from a distance.
3. Are the competences really thought based? I've seen statements like this too, but I've played the whole game multiple times and I don't really see how it is when all of their actions will come to a halt when paralyzed. Unless if their paralysis can also halt thought-based abilities, which is super absurd to hear and unlikely lol.
 
Reviving this to answer some questions to the best of my ability
1. Probably, none of the competences to my knowledge are shown to be limited by distance and just appear over the enemy
2. I think the animation of the batter jumping forward is meant to indicate that yeah he's bonking em' up close (also consistent with official art of the batter fighting)
3. Unsure, there's like one piece of official art depicting a gesture being used for a competence and that's it, probably not thought based
