That is right, Mogul also said that Naugus became very dependent on this Zone. Definitely do not scale to base characters.

Even when the zone was just a "bubble in space-time" it would have had to have increased his powers in some way or else he wouldn't need to replace Mobius with the ZoS, he could just alter it directly.
