Is it allowed to have characters that don't have the same tier but have really versatile abilities fight? Like, say, Doomsday vs. SCP-682?

Yes as long as eitherside doesnt horribly stomp the otherside where someone cannot really do anything at all and is unable to win because of it being unable to do anything for either being killed instantly or has no methods to kill or incap/kothe other
