Question Why isn't Madoka tier 1?

Probably through production notes to be honest, like a feat occurs but we don't realize its tier 1 til we read the lore behind it.
 
If a tier 1 feat happened it would probably be due to Madoka's transcendence shenanigans imo.

I just can't really imagine higher dimensional-like stuff coming up otherwise
 
That Madoka transcends basic time and space while TLT transcends a multiverse infinite degrees of infinity bigger than Madoka's
 
Just to clarify, Im not trying to argue she SHOULD be tier 1, Im just confused personally on the distinction between the tiers when its comes to the descriptions for characters on here, reading the page on the tiering system didnt help fully for me.
 
We consider dimensions not in the context of alternate universes, but in the context of spatial or temporal axes. Think of the XYZ grid. Each of those directions is a dimension.

A baseline universe has 3+1 (temporal dimension) dimensions for a total of four. If the character destroys/creates a space with extra spatial or temporal dimensions thrown in there, they can get to tier 1 (6 or more). "Transcendent over a multiverse" on its own does not necessarily indicate a dimension jump, though.

1-A is for characters unbound by the idea of dimensionality entirely.
