Question regarding Goku's AP

Hi guys.
Shouldn't Goku be universal+ in his base instead of just universal?
If SSG was absorbed or just god ki or just an incredibly high zenkai boost or whatever, should't Goku be universal+ the moment he tapped into SSJ? Even if he isn't after Monaka vs Beerus and all the arcs i doubt that he isn't and any character that scales to his base should be in the same tier.
Any thoughts?

The Uni+ scaling comes from being stronger than inf zamasu. So you would need scaling that shows he’s stronger or comparable to zamasu in his base

I got it, then i'll change my question. Shouldn't he be tiered high 3-A in base?

High 3-A is infinite energy, so getting “insert really big number” times stronger isn’t gonna help.
