Question about Time Stop

Umm, I don't know if this makes any sense, but is freezing the time of targets or freezing them in time the exact same as time stop?
 
It's not connected to ice so I don't know if it's the same as Esdeath's. The "freezing" is not exactly freezing like Esdeath does, it's just another way to describe stopping.

Anyway, I'm asking because the ability has been described as stopping time, but it has also been mentioned that it stops the time of a target or stops them in time. Like these for example:

Me and Morisawa-san both had our times stopped for a fixed interval. Surveying the room, the cardboard box had moved to the corner. You ran over there, huh. I approach him, and talk to the closed cardboard box.

Kah! Countless numbers of bats made their red eyes shine, and they made the time of all the female magicians in the room stop.


There are other examples but this is what I could get without wasting time. Well, thanks anyway. I think it should be the same too, but I was a little confused.
