question about the categories

Just for example, in Stellaris you can play as a genocidal sentient AI hellbent on killing organics that tries to kill a pacifist democracy.

Yeah they are definitely separate; someone can be a villain with terrible goals but not actively try to be evil. For example, MCU Thanos does not see himself as the villain and does not want to cause unnecessary suffering. Is he mislead and demented? Yes. Is he evil for the sake of being evil? No.
