Sakai Yuji as the God of Creation qualifies for AP low2-C by creating Xanadu which stated that it's a complete copy of the Human world? From Final ep14
Using energy from Reiji Maigo
If not, what tier should he get?

I don't fully agree with the rating. To me, Xanadu's creation was more the result of hax and preparation than flat-out energy output.
However, it is an important topic of discussion to Shakugan no Shana's verse expansion on the wiki, and more opinions would be needed. I suggest you follow this thread, as this is where all the SnS discussion is compiled.
The current topics are approving the last few calculations of Season 2 and the wording of how Fuzetsu works.
