I always thought the five kage are relatively equal to each other. But I realized that this wiki considers Gaara, Mei, and Tsunade to be significantly stronger than Onoki and A.
Gaara is 7-A, Mei is "at least 7-A", Tsunade is "at least 7-A", but Onoki and A are both "at least 7-C."
How come A and Onoki don't scale to the rest of the kages. Did the manga specifically state that two of the five kages are much weaker than the remaining three?
