Because the diffirence between Baseline Wall level(where Batman is) and Wall Level+ is signifigant enough that Cap would paste Batman with a single blow. None of Batman's gadgets will work against Cap since he literally hits hundreds of times harder than Bats energy wise. And scales to that same energy figure.
In other words its an AP stomp for both scenarios.
