Question about light beams and lightning bolts

1) If an attack is stated to be a "beam of light" and be made out of photons, is that enough to justify it being deemed light speed?

2) On the Lightning Feats page, it says that the average lightning bolt contains approximately 1.6 billion joules of energy. 8-C.

If a character can create lightning bolts and the lightning bolts scale to the character's other abilities, is it okay to scale their attacks to the full value of a lighting bolt's energy?

Those are my questions.
 
1. That should be enough so long as it is coming from a reliable source and isn't contradicted by anything.
 
2. I think it depends. If the other abilities are stronger than an average bolt (8-A for example), the bolt he created should be 8-A too. If the other abilities are weaker than an average bolt (9-B for example), they should scale to bolt he created
 
This is something that's been talked about and still is rn, but could this also be something to use for characters who can endure or tank said bolts?

I don't think so. The page says that you normally can't scale someone to the full energy value of a lightning bolt because of its nature. Even if they tank it.

My question was more-so, if the lightning bolt shares the same energy source as other abilities a character has, and is likely comparable, then is it okay to scale their AP to the full energy value of that lightning bolt?
 
Ah...well shit, that might be a problem for profiles that say that then. Since that sounds like you can have ap based off it but not so much for durability.


Like Nikola Tesla (Ourai no Gahkthun) for instance. Although he's a bit weird in the case that he's lightning incarnated. For those who are normal but tank it, I can see that as a problem if they endure/tank them.


As for that last question, I would say you should be anle to as long as it acts and behaves like it like Tesla.
