Question about level 0

I read that if a level 0 has some "contradictions" it would fall into level 1A. My question is, why is this happening? Does a level 0 that has some "contradictions" with its power automatically have a qualitative superiority to enter level 1A?
 
For example, that he has some kind of limit on his power, that there is some way to hurt him, things like that.
Since 0 beings are supposed to be omnipotent, to be the "peak" of their verse and that no limits can be given to them, it makes no sense if they can be hurt or limited. This would simply refute the fact the being is above High 1-A+.

I don't know what tier such beings would scale to though but at best you could say higher into High 1-A+.

If they can be hurt by normal character in their verse, a 2B character for example, then 1A is to much. Anyway the only reason, that i can see, to put a tier 0 with contraddiction at 1A is probably because his verse is below 1A and so that character should have enought context for a R>f, but it can be higher than 1A, actually if there is only a minor ontraddiction H1A+ is better as a tiering. Anyway, everithing depends on the context.
