Question about Jonathan and Walter's 1-C tier.

Why is it that Jonathan and Walter are treated as 1-C? I know they contribute to the fight against YHVH, but that doesn't change the fact that they're the same beings as Merkabah and Lucifer respectively. Were they just empowered from fusing into Satan?
 
I assume the latter, considering YHVH makes an exact copy of Lucifer when Nanashi and his friends enter His Universe, and they defeat it pretty quickly.

Meanwhile Walter and Jonathan can actually contribute to the Final Battle and fight alongside Nanashi and co.
