I honestly have this question from some time ago, why is supposed that the haxs of Honkai are 11D? From what I understand get energy from x thing don't make you scale to that thing, so I really want to understand this.

Characters using hax on characters that can resist 11-D hax from the SoQ, as well as other stuff

The majority of the resistences comes from the fact that many characters resists the effects of the Sea of Quanta, an 11D structure, thanks to high Honkai Energy Adaptability. Others are given from the Will of the Honkai which is the God Tier of the verse.
The High 1-C potency for the haxes, instead, comes from the fact that a lot of people are able to affect the Sea of Quanta or even the Imaginary Tree, both of which are 11D, with their power, or are even able to straight up erase higher dimensional structures, like Welt.
The fact that the Honkai Energy comes from the Imaginary Tree is just supporting evidences, the majority of the smurf things are given case by case.
