Question about Fragmentation

Why does this calculation use Violent Fragmentation? I thought that in those feats, the destroyed material turns into large pieces and can be distinguished. So, shouldn't we just use Fragmentation instead?

I'm quite confused about that, so could you explain to me what the difference is between Frag and V Frag?
 
That shouldn't be using v. frag to any degree whatsoever.

At the same time, it's reinforced concrete.

Frag would be large distinguishable pieces compared to the original volume (Like giant puzzle pieces or large segments of a broken wall).

V. frag would be small, near-indistinguishable pieces compared to the original volume (Often times they're pebble like compared to the original volume).

Correction, rebar. Actual IRL buildings will almost always use rebar, and given that it's a school building, it's definitely modern enough to qualify in that regard. Flooring also uses rebar for additional strengthening. The reason rebar is used is because concrete on its own is too weak, with rebar and additional steel fibers enhancing the concrete and making it more resistant to failure (Usually they're not even visible as straight up rebar rods but more as tiny steel wires within the concrete itself).
