A subpower of Biological Manipulation (Body) and/or Mind Manipulation. Or some kind of Power Drain (that is similar to Power Absorption/Negation).

The character that can do this can use it on robots so I assume it's some sort of Power Drain then.

Robots can't get tired, so I wouldn't say it induce fatigue, so is more stem to energy drain/absorption/negation.

So a form of Power Absorption then if it can work on robots?

Only if it works by absorbing the energy that makes the robot moves, is just a possible power for the effect.
