Question about Faster than the Eye

Is Faster than the Eye like seeing a character and blinking and that character vanishes? or is it taking turning away from some for a second or 2 and they vanish?

Faster than eye is essentially too fast to be tracked by the human eye.
I think the first scenario would qualify maaaaybe because of how fast a blink is, the second one typically not.
