So if the character is 4th dimensional being with wall level attack potency, he would scales to Low 2-C ? Because he's 4th dimensional being. Or being 4th dimensional alone doesn't meet the tier criteria ? because Low 2-C requires create/destroy a universe with 3 dimensional constructs and 1 timeline ?

Yes for higher dimensional being to qualify for teirs via their higher dimensionality (in other words tier 1 or 2) they first need to show in some way that the said higher dimensions are superior to the lower dimensions

Dimensionality doesn't give a tier on its own anymore. It can give a tier with further elaboration as to the nature of those dimensions but a guy being "420-dimensional" isn't a feat.

Dimension is just an axis of movement, nothing less and nothing more. Having higher dimensional existence doesn't always mean having greater output/power since is just add direction throught which individual entity displace themselves in.

Yes. He would just be incredibly hard to kill unless people can strike 4 dimensions at once
