Question about Destiny's (verse) tiering

(Note that I'm not disputing anything, I'm just wondering) The high tiers in Destiny often have two keys: one for themselves in material space and one for themselves in Vex space. What's the reasoning behind using this? Shouldn't they always just scale to their Vex space keys?
 
I see. Thank you. Since this thread isn't going anywhere else, is it OK if I ask another question?: Why don't we scale anyone except for maybe the witness and a scant few other characters to the infinite dimensional hilbert spaces that the Vex have? Hasn't the player guardian defeated Vex who are able to warp those structures, or is the Vex too decentralized for anyone except the highest of the god tiers to scale to those hyperversal structures?
 
It's never actually said that the Vex can create these hilbert spaces or even exert control over the entire structure, just that they make use of them.

scan? also isn’t the akka thing a contradiction? akka seemingly should’ve been able to negate his abilities due to his better and more refined sword logic but oryx came ( seemingly weaker ) and beat him
so isn’t it the case that oryx was eitehr on par or stronger than aka not weaker
