It's because Death Of The New Gods contradicts Final Crisis, and was written later in DC history. It was suppose to show what happens before the events of Final Crisis.
But if SF was accepted then his tier would be high 1-C since he was able to defeat the Source.

The story has The Source's power a little shaky, but I'll have to read the full issue to see if his power was contradicted or not.

That story isn't cannon . GM retconned the event considering the fact that he thinks The Source is the ultimate concept which cannot be seperated . And currently GM refers to overmonitor as the source
