Is it valid for a character to get an ability from the equipment they use? Such as fire manipulation from flamethrowers and gasoline canisters, explosion manip from grenades, electricity manip from tasers, etc.

Yeah, but make sure you specify standard and optional equipment. Also, I feel like a taser would be Status Effect Inducement.
