Question about a few DC profiles

Specifically, my questions regard Post-Crisis Despero and The General. On their profiles, it says they can fight characters like Superman, Manhunter, Captain Marvel, Wonder Woman, etc, as a justification for their 5-A rating. Unless I'm mistaken, this would suggest that the profiles are saying that Despero and the General only take on the League/League members when they're holding back, which seems a bit odd to me. Is there a specific reason the JL is seen as holding back here, or is there a completely different reason entirely?

I completely understand that JL members obviously hold back, but for these specific characters I don't get why it's treated that way. Like would Manhunter just let Despero crush his head here? Especially considering that, a, Despero can take control of MMH if he wins, and b, Manhunter should be aware Despero is not someone he can just hold back against. As for Eiling, an Orion pretty intent on killing him couldn't do much. So I don't think the idea that they're holding back against characters generally perceived as teambusters makes much sense.
 
The general, I am fine with 5-A, but despero... Nah that's just plain wrong. He is like one of their stronger villains - physically speaking. So he most definitely need to be 4-B.

But as I said, the General isn't the greatest threat out there from what I can vaguely recall.

Aside from what I mentioned before about Eiling tanking a killing intent Orion, Superman describes Eiling as someone unstoppable they should not hold back against, and they should use any method to subdue him (Probably should've mentioned this before). Also this isn't really on topic but he should probably have something on his page for "regeneration makes him hard to kill".
 
Gonna give this a bump to try to get more input. Might make a CRT later if it's still clear cut.
