This is a good match but leaning towards Ishmeal. Both are pretty intelligent, but Ishmael has the AP & Durability advantage. He also has resistance to Soul Manipulation, which is probably Quan Chi's best hax aside from maybe Mind Manipulation. Voodoo Doll is also pretty OP with Distance Negation and internal Organ damaging.
