Qrow, Raven and all adult characters comparable with full fledged Huntresses and Huntsmen

Shouldn't Qrow, Tyrian, Raven and such be faster and slightly stronger than ruby, Weiss and such? I mean, to me....the whole point of a 4 year Huntress school is to get stronger, faster and more experience through training and character development. It's not noted how long ago Cinder stole the power, so we can't judge how powerful Cinder is, if we Dont know her experience level. But what we do know about Raven, Qrow, Taiyang and such Is that they got 4 years of training plus an undetermined amount of hands on additional experience as Huntressess and Huntsmen after they turned 21. Considering the age required to join Beacon is 17. (Ruby being the only known exception.)

They are considered stronger, but as of right now we have no idea exactly how much stronger they are, hence their 'At least 8-A' ratings.
