Actually looking at the profile, I think Shigaraki stomps. There's nothing Garou can do here to counter stuff like decay

Yes this is a stomp, Garou cannot fly so he cannot avoid decay, and he can't stop Shigaraki from just touching the ground.

7-A Garou, if they start right next to each other, can one shot him... But that would be a stomp in the other direction.
