If you have shown to be capable of manipulating time for characters who transcend time, then yes. But transcending the concept of time is a higher level than that

What exactly is the difference? Can a character who transcends the concept be affected by the concept

Normally, no. But they can be affected if someone has time manipulation beyond the concept of time. Alan Scott's feat is an example
