Problem with the Madail Fortress feat

On the profile for Madail the Undivided it links a calculation where his death caused the collapse of a fortress made of brass that was billions of miles across and millions of miles high. I agree with the calculation being used completely, but the issue I noticed is that it's currently scaled to Madail. This doesn't make sense to me because the feat took place inside the Ruinstorm, which was a warpstorm. Warpstorms contain ridiculous amounts of psychic energy and have effects such as tossing entire fleets across the galaxy or making them arrive at the wrong destination before they actually set off. Since a warpstorm is most certainly not realspace, I'm quite confused about why any feat that takes place in the middle of one is scaled to a character outside of it.
