BSM Naruto before the movie is Island Level but BSM Naruto during and after the movie is Multi-Continent Level. Kurama is Multi-Continent Level because he is equal to BSM Naruto during and after the movie.

Raizen can stomp bijuus 1-8 even all at once without breaking a sweat, hell, Prime Raizen would even beat Mukuro, Yomi, and his friends when his friends were at their prime all at once, and any single character of them can solo bijuus 1-8.

Now, Kurama is a different case, if this is Kurama during Madara vs Hashirama, he would get stomped badly, if this is Kurama during The Last, he wins.
