Pre-TS Luffy vs Pre-TS Usopp

Who will win in a fight between pre-timeskip Luffy and pre-timeskip Usopp? Both will be going all out. I mean in the Water 7 arc, Usopp was able to land a few hits on Luffy. If Usopp was able to actually hit Luffy, doesn't this mean that Usopp is able to hold his own against Luffy and he may actually beat Luffy? Or was Luffy not going all out during their fight?

What do you mean by useless? So Luffy would win Usopp easily? I just dont get how Usopp managed to do damage to Luffy though

Luffy didn't use all he got in this match he uses gear second all the next arc. He create Gear second after fighting Aokiji and have just more time to practise G2 before enies Lobby.

Ussop use some trick to win time to avoid one shot but when Luffy hit the match is over.
