Let’s say a character is supposed to be stronger and faster than a group of characters, it’s just a statement said by one of the group members with no supported evidence or feats, let’s say the group of character is 7-C or Town Level, and has At Least Hypersonic+ attack and travel speed individually, however, the character said to be supposedly faster has only performed feats, at let’s say, Superhuman speed and attacks at 9-B or Wall Level, do I put this character as At Least Hypersonic+ or At Least Superhuman speed, and 9-B or 7-C for tier?

I mean, if the group member who said this statement is reliable, and is not exaggerating or whatever, I don't see why that character can't be Hypersonic+. I see no reason why we should discard that statement.

Of course, context could change a lot, but just based on this? I'd say Hypersonic+.

Maybe you could go At least Superhuman, likely Hypersonic+ if the statement is really dubious, but eh.
 
I mean, yeah, but keep in mind if the character has only performed 9-B feat, and has shown to struggle a lot for those 9-B feats, AND if the majority of the series is among that range, I think you'd probably have a case of outliers for the 7-C shenanigans.

But majority of the time? As long as the statement is reliable, you could just argue DC != AP and apply it to the tiers. Of course, like I said, context could change this a lot, but purely off of what you said, it applies to tiers as well.
