Say you have the potential to do magic but don't have it unlocked.
You pick up a spellbook, and it unlocks your potential and you can now perform at least base level magic.
Is this Power Bestowal for the book?

No. It sounds like a weakness for the User- can’t properly use Magic without something (such as a Spellbook) to channel it through, or something like that.

No, what I mean is once they've picked up the book, they permanently have the power to use magic

That's just a condition to unlock the power that's about it
