Power and Speed Growth in Dragon Ball

Is it unreasonable to say that speed growth is proportional to AP growth?

As far as I can tell, SSJ Grade 3 is the only point where AP doesn't grow with speed.

No, this is literally how all of the transformations and stuff work. It's what the Kaioken does, what every transformation does.

Every transformations raises durability,speec,power etc

I'm mostly referring to training in general such as Goku's time on King Kai's, his flight to Namek, and the gap between Dragon Ball and Dragon Ball Z.

Goku went from Small Country level to Planet level, but he did not get the same speed increase.
