Luffy needed to go Gear 4th to one-shot a Number. The Tobiroppo who should be stronger than a Number since they rank higher. Also, Luffy considered going Gear 4th against Ulti.
Franky one-shot a Number using Radical Beam and he was later shown unconscious (top left corner of the third panel). Every time we see Franky use that attack he's either obliterating surroundings or obliterating a hoard of fodders, so I think it should be consistent that it's that powerful and only in Wano do we get to see truly how powerful it is. Plus, after trading a bunch of blows with Sasaki he resorted to his Radical Beam to finish him off.
Nico Robin in base was able to hurt Kunyun, a Number, although this probably isn't that impressive since she indicates she got caught off-guard. After transforming she one-shot Black Maria, but she didn't go down to Black Maria's attacks even in base.
Brook one-shot Kunyun using Phrase d’armes: Orchestra while she was looking at him (bottom left corner of the panel). This is a never before seen move from him.
Jinbe had a fight with Who's-Who and blocked numerous attacks from him before defeating him.
And just for good measure, here's all the Tobiroppo confirmed to be knocked out.
In conclusion:
Franky with Radical Beam/Shogun Franky should be 6-C
Nico Robin with Demonio Fleur should be 6-C
Brook with Phrase d’armes: Orchestra should be 6-C
Jinbe should be 6-C.
